How do I work out a budget with my fiance?

I am on a very limited income from an inheritance and I am thankful to have that with this economy in the dumps. After paying health insurance, federal taxes, my tax guy and for a trip for a cruise each year that he wants to go on (I pay my own way) I am left with $600.00 a month. My health insurance just shot up 26% in premium each month so that is a big ouch. I split everything with my fiance who makes 125,000 a year at his job, meals out, walmart etc. I moved in with him from another state to this very small town with limited opportunities (he did not have to pay a dime for my move which cost me thousands). I sold my home. Because of my health insurance premium increase my fiance offered to pay for the water. He pays for the property taxes, homeowners insurance, propane. I keep track of everything that I spend on a daily basis so I can keep within my $600.00 range. I am at $250.00 left for this month. Yesterday he handed me the cell phone bill which was $89.00 for my usage. I just flipped. I don't use my phone that much. I don't know where that $89.00 came from. I NEVER had a phone bill like that at my last place where I lived. He said Do you want me to pay for that too? in a not very friendly tone of voice. I said I need to drop the cell phone. His ex took him for everything he had so I am trying not to be like her and that is why we split everything. He said marry me and this will all go away as far as the health insurance. Help! Do I move on to a bigger city to get a job to supplement my inheritance money to make ends meet? I am trying to start my own online business.
