Seeing how real(inflation-adjusted)fuel costs-per-mile-driven have dropped drastically in the past 30+ years..?

....does that suggest that a $1 or higher adjustable tax per gallon of gas that would keep the cost of gasoline stable (and equivalent to its 1980 price) would be useful for encouraging conservation and lowering carbon footprints from driving?
